Because people steal, that's why. Here on dA people pay to get pictures, i.e. commissions are done, and then others just use it wherever they want for free. Well seriously? I'd be very angry, if someone used a picture that I spent my damn money on.
Or, I hatehatehate when somoene takes my character (especially mu fursona), names it differently, gives it all sorts of powers and personality and they think it's OK. That's just basically stealing the character, because I made the design, I named it, I gave it the personality I want to have, and now some brat just steals everything. That's dumb. Also, people don't credit. So I don't think I'd call using someone's art as getting someone's name out there. Someone may as well say "i made it dont use it pls", when they didn't.

Besides, there's a handful of linearts out there, is it really that hard to colour them in and make own character if someone can't draw?
